  In case you didn't know the UFC runs a business. Cheick Kongo doesn't put nearly as many butts in seats as Brock Lesnar does. UFC 91 was the second highest PPV drawing card next to Liddell vs Ortiz II. It's rumored that UFC 91 drew 1,010,000 PPV buys. That's not even counting the live gate. Although Kongo and many other HW's may have deserved a shot at the title before Lesnar, none of them have the drawing power that Lesnar does. This is why you don't have Joe Silva's job.
